20/01/2022: DIAP Gateway Service v.38

Version 38 of the DIAP gateway service has been released

Update .csv parser

Improved the service that parses .csv files, to allow for a wider range of date time formats, now supporting both %y and %Y (e.g.. 21 and 2021). Also improved parsing with missing values.

Inverted signal

Add option for falling edge counting (1 -> 0).
